This research investigates the effectiveness of governance networks in the education sector, focusing on local cross-sectoral collaborations initiated at the intermediary level. These collaborations often evolve from localized partnerships to hierarchical networks led by a school central office. The study draws upon existing network governance literature, exploring whether transitioning to a lead-organization network structure enhances effectiveness at the school-community level. Capacity-building metrics are used to assess effectiveness, employing bipartite social network analysis tools in a case study of an inter-organizational network in San Mateo County, California, initiated in 2017. Results indicate that shifting to a lead-organization network can broaden and diversify services provided to schools, affecting equity patterns and promoting long-term institutional change.
