Effective teacher professional development (TPD) is essential for improving teacher effectiveness. However, the lack of a validated tool to assess the quality of TPD has been a significant challenge in the field. This study presents the 'TPD Monitor', an 18-item instrument that measures four dimensions of quality: clarity and structure, cognitive activation, collaboration and practical relevance. Based on data from 2,381 teachers in 200 TPD courses, a multi-level confirmatory factor analysis confirmed its four-factor structure. The TPD Monitor showed high reliability with satisfactory intraclass correlation coefficients. Furthermore, measurement invariance was achieved. This tool enables TPD providers to design more effective courses and evaluators to monitor and improve the quality of TPD programmes.
