The paper is focused on the concepts of digital literacy offered by the Indonesian government to understand how they have been adapted to the demand of the Internet era and if they have addressed misinformation and social issues that threaten the democratic life of the nation. Using the coding software Dedoose, I revealed the core concepts of literacy in their Grand Design for Literacy document. From there on, guided by the tenets of discourse analysis, I investigated the ideologies on which the document was built. My investigation shows that literacy in Indonesia has not evolved much from basic reading skills and that the dominant neoliberalism ideology has been maintained since the nation’s formation, despite having Pancasila as the nation’s ideology.
