This paper reports on a critical, anti-racist investigation into forced external reviews of three school districts in Ontario, Canada that were conducted because of multiple complaints by school community members of racial injustice, a lack of transparency of district decision making, and a culture of fear around questioning district practices. Educators and educational leaders across Canada (and the US face) unprecedented challenges in their pursuit of the creation of more racially and socially just schools and school districts. These challenges align with long standing discourses and practices in schooling that have historically (and continually) harmed racialized and other historically oppressed people. The purpose of this study is to facilitate anti-racist district reform and support those engaging in the work.
