This study is aimed at exploring how school teachers develop students’ civic engagement in an urban setting of Taiwan and U.S. Using a case study design, this study documents how nine school teachers in two nations develop students’civic engagement, including public talk, critical awareness, and empathy. The findings show the similarities: 1) students’ personal connection to current issues has contributed to their development of civic engagement; and 2) teachers’ personal background and their creation of an open and safe environment serve as factors in stimulating students’ learning of civic engagement. The difference is that teachers focus on developing students’ ciritical awarenss in Taiwan but teachers emphasize on encouraging students’ public talk and action in the U.S.
