This paper attempts to help institutions and leaders understand how anti-Blackness hinders the impact of Black community college administrators during policy implementation to improve the conditions of Black students. Through the analysis of current Black California community college administrators, this study examines the Black community administrators who specifically worked with Black student success programs and explored their experiences in community college leadership institutional policy work. The findings suggest that anti-Blackness encountered during policy implementation affects Black community college administrators' morale, attitudes, and persistence. It also revealed that Black administrators develop and maintain relationships with their students that transcend policy to help Black students overcome anti-Black systems and barriers.
