Drawing on survey and interview data from a larger mixed-methods study, we examine the use of personnel data systems to support the creation of more equitable and robust leadership pipelines. Personnel data systems make district hiring less reliant on ‘tapping,’ offer more transparency and equity to pipeline activity, and offer a more complete picture of the district leadership landscape. Our analysis found that leaders appreciated a need for up-to-date, informative data systems to realize their pipeline goals, but that these aspirations were hampered by the limitations of time, funding, and expertise. Districts who actively involved human resources and IT departments in their pipeline teams had more effective personnel data systems in place.
