Teacher leadership (TL) has grown as an area of research over the past few decades. However, the field of research needs valid and reliable measures to better understand the nature of TL. This study describes the development, implementation and analysis of the Teacher Leadership Survey. The TLS is designed to capture both the frequency of TL behaviors as well as teachers’ self-efficacy to perform TL behaviors. The survey constructed through a multi-stage process and then administered to all teachers in the state of Nevada. More than 1200 teachers completed the survey and psychometric analysis was conducted including model-level, scale-level, and item-level evaluations were conducted with confirmatory factor analysis (CFA) and item-response theory (IRT).
