This review study conceptualizes evidence-informed change (EIC) and examines factors influencing EIC from a whole system approach. The complex and dynamic changes education is faced with, require a deep understanding of problems and solutions and alignment between different parts of the system – between policy, practice, and research. Multidisciplinary findings (e.g., from education, health, organization sciences) are used to investigate what counts as evidence for EIC and to understand what factors influence a system’s readiness and capacity for EIC and its alignment. A framework for policy makers to enhance EIC in practice will be discussed.
