This theoretical paper will discuss the impact of long standing and new challenges to democracy on the capacity of educational institutions to educate for democracy, as background to examine possible responses of educational institutions to those challenges. The paper will offer a systemic and ecological model to examine the interplay of these various forces and to suggest how they could inform a robust approach to democratic education that can counter them.
