School leaders play a crucial role in leading changes as a mediating agent between policymakers and schools. While principals are demanded to successfully implement a policy, there has been limited discussion on principal job stress related to policy implementation. To address this gap, using the Teaching and Learning International Survey (TALIS) 2018, I examine how principal stress related to policy implementation is particularly related to instructional staff shortage and how the associations vary in 48 education systems. This study can contribute to the discussion of how to better support principals in their role of leading changes in school. Cross-national comparison can provide insights into governance structures that can reduce the stress of school principals related to policy implementation.
