This study develops a case study of Global Citizenship Education (GCED) in the Estonian formal (K-12) education policy and practice through a historical policy analysis. The study draws and contributes to three different fields of academic literature: a) the models of innovation and diffusion of education policy change with a case study on GCED, b) the debate on GCED with an example from post-Soviet context, and c) discourse of post-Soviet transition showing the diversity of transformation happening within this historical concept that some would consider obsolete.
