Unequal Impacts of COVID-19, Reopening Operations, and Recovery Efforts on Student Outcomes Across Four States (Table 30)

Abstract

This roundtable examines the widespread and disparate impacts of COVID-19 on student outcomes across four contexts: Virginia, Pennsylvania, North Carolina, and Atlanta, Georgia. Existing research has focused on short-term impacts and test-based outcomes. When considering school operations, researchers have focused primarily on learning modality. We expand the literature to examine longer-term recovery, outcomes beyond standardized test scores, district operational decisions beyond learning modality, and novel programs intended to support student recovery. The papers draw on longitudinal student-level data to estimate effects of the pandemic, district policies, and recovery programs on a range of test and non-test outcomes. We will synthesize findings from across policy contexts and outcomes to explore broader lessons related to the pandemic’s disproportionate impact on vulnerable populations.
