Although conditions of higher education (HE) in Japan have gradually improved during the COVID-19 pandemic, those of Japanese university students worsened. Immigration restrictions also drastically reduced international student numbers and university revenues. From 2020–2023, Japanese HE institutions also decreased new enrolments, posing threats for fiscal management and education quality. Despite existence of fiscal policy in national HE, the government urgently needed to address students’ fiscal inequality, inequity, and the lack of internationalisation. We focused that fiscal changes in the Japanese HE policy helped stabilise revenue and improved student benefits, positively enhancing economic climate and reducing student dropouts
This study investigates the influence of government fiscal policies in achieving renewed internationalisation and reducing inequality and inequity within Japan’s HE system.
