Abstract

This study interrogates the ways Puerto Rico’s relationship with the United States as an unincorporated territory affects the institutional resources available at universities in Puerto Rico. It further examines the practices Puerto Rican institutions employ to improve their institutional resources by seeking external federal funds, particularly through the Title V, Developing Hispanic-Serving Institutions (HSIs) grant program.
