Despite the emphasis in data dashboard literature on their utility for school improvement, usage remains low. One possible explanation is that educators are rarely involved in collaborative design with data scientists and dashboard developers. This paper offers insights from Norwalk Public Schools (NPS), where a data dashboard designer collaborated with school administrators to develop a collective understanding of their data needs before designing visualizations. The process focused on clarifying the task with end-users before designing a tool, which has implications for educational dashboard design. By emphasizing user-voiced data needs, novel approaches to addressing equity emerged.
