Abstract

Migrant students face significant educational disparities, with only 50.7% graduating from high school, well below the national average of 85%. This qualitative study explores directors' perspectives on implementing Migrant Education Program (MEP) policies through 27 in-depth interviews. Key challenges include accessing funds, staffing shortages, and navigating complex legislation. Directors highlight the impact of extensive documentation and competition with other federally funded programs. Operational constraints, such as geographic limitations and student mobility, further hinder program implementation. Despite challenges, directors advocate a comprehensive MEP overhaul, emphasizing culturally responsive content and community engagement. Findings underscore the need for adaptive policy frameworks to meet migrant students' evolving needs, promoting equity and enhancing educational opportunities.
