Post-Hurricane Harvey, Houston schools faced extensive damage, leading to closures and relocations (Waldron, 2017). Despite its significant educational and societal impact, there is limited qualitative research on leadership in post-disaster contexts and its intersection with student homelessness. This paper examines Houston's response to Hurricane Harvey using Critical Environmental Justice, emphasizing intersectionality across race, gender, class, and disability. Drawing from interviews (n = 48) and media discourse analysis (n = 259), our study reveals persistent inequities in recovery efforts. Understanding these dynamics is crucial for promoting equity in future disaster management strategies nationwide and addressing underlying inequities.
