Implementation of the Full-Service Community School Strategy in Baltimore City: A Case Study

Abstract

This report presents findings from a case study conducted on a newly constituted community school (CS) resulting from the passage of the Maryland legislature’s new Blueprint for Maryland’s Future. The study utilized the four pillars of CS as a framework for examining programming and implementation of the community strategy, including its successes and challenges. The study found that all four pillars of the CS strategy were present at the case study site and surfaced four major successes, six challenges with implementation, and four major findings. Findings can serve as a resource for researchers, policymakers, educators, community school implementers, and educational advocates seeking to answer questions about potential challenges and opportunities as CS expansion continues across Maryland due to the Blueprint.
