How Developmental Education Reform Shapes Student Outcomes at California Community Colleges

Abstract

This study examines the impact of developmental education (dev-ed) reforms in California community colleges under Assembly Bill 705 (AB 705), enacted in 2017. AB 705 mandates using high school transcript data for initial math and English course placement and aims to ensure students complete transfer-level coursework within one year. Using statewide administrative data, we analyze which students are more likely to enroll in transfer-level courses and examine the impact of transfer-level versus below-transfer-level placement on student outcomes. Our findings indicate significant benefits for students who enroll in transfer-level courses, including improved course completion and higher GPAs. However, we also find persistent disparities in access to these courses. These results offer actionable insights for policymakers to enhance dev-ed programs.
