Examining the Process to Create a New Teacher Evaluation Model

Abstract

This qualitative study investigated the processes three school districts in Connecticut followed to create a new teacher evaluation model. The research questions were:

-How did three Connecticut districts recreate their teacher evaluation plans, based upon the CT Guidelines 2023?
-What concerns related to the past model for teacher evaluation (SEED) were addressed by the recreated district plans, and how were these concerns addressed?

We interviewed 12 educators who helped craft their district plans and analyzed process artifacts and their finalized models. Findings included common process components of using diverse teams, working from a model, and meeting over time. Themes related to addressing concerns in new models focused on feedback, continuous improvement, teacher ownership, and building collective capacity.
