Strategic Use of Data to Scaffold Equity-Centered Institutional Change Initiatives

Abstract

This study explores how the strategic use of data can support institutional change efforts, particularly initiatives to advance equity-centered change. It conceptualizes the strategic use of data as part of a set of processes that help leaders to advance institutional change goals by scaffolding change interventions. The study addresses three issues: purposes served by strategic use of data; forms of data that can be used strategically; and ways to communicate data strategically. Using document analysis, interviews, and Structured Expert Enquiry Dialogues (SEEDs), the study analyzes data from diverse institutions. Findings indicate that the strategic use of data involves change leaders being intentional in their purposes and considering content, audience, speaker, and context.
