Abstract

Competency-based education (CBE), which prioritizes students’ mastery of specific skills and knowledge over traditional time-based learning, ensures students are prepared for post-secondary success. CBE emphasizes personalized opportunities for students to demonstrate mastery of key competencies, defined by clear, measurable learning objectives. However, identifying and defining these competencies can be challenging due to varying frameworks and labels. To explore how to conceptualize and assess student progress, we conducted a focus group with U.S. middle and high school teachers across various subjects. Their insights revealed some general reactions to defining and prioritizing skills, observations about assessing skills, unique disciplinary considerations for skills assessment, among other themes. This study lays the groundwork for future research on effectively operationalizing and assessing competencies in education.
