Performance Evaluation System for Private Higher Education Groups in China: Based on Balanced Scorecard and Delphi

Abstract

Performance evaluation is essential for the development of higher education. Effective evaluation indicators can motivate private colleges to enhance their educational quality. The Balanced Scorecard (BSC) framework emphasizes balancing short-term and long-term goals, economic and non-economic objectives, and stability with development. It integrates strategic and daily management, ensuring sustainable growth. This chapter uses BSC to develop a governance performance evaluation system for private higher education groups. Through focus group interviews and individual consultations with experts, followed by Delphi method surveys, a comprehensive indicator system is established. The final system includes five primary indicators: finance, customers, internal processes, learning and growth, and organizational governance, along with 16 secondary and 50 tertiary indicators.
