With significant advancements in artificial intelligence (AI), AI literacy—defined as understanding, communicating, and ethically collaborating with AI systems—has become essential for all students. Despite its importance, AI literacy skills are not given enough attention in K-12 education, necessitating effective tools, curricula, and research to support student knowledge and development. This paper reviews existing AI literacy frameworks to identify common themes and gaps that help us propose a comprehensive framework for AI literacy grounded in social constructivist theory. This framework is designed to function as a Learning Progression (LP), offering structured, developmentally appropriate pathways to guide students from basic understanding to advanced proficiency in AI literacy, thereby preparing them for an AI-driven world.
