Organizing in the Shadows of the Texas State Legislature: The Battle Against Anti-DEI Legislation and Policy Implementation in Texas

Abstract

This research critically examines the power dynamics surrounding Texas Senate Bill 17 (SB17), which bans diversity, equity, and inclusion (DEI) programs in Texas public universities and colleges. SB17, effective January 1, 2024, also prohibits mandatory DEI training and hiring practices. Focusing on the University of Texas at Austin (UT Austin), this study explores the agency of students, educators, and community members in contesting these legislative measures through Transformational Resistance Theory. Utilizing qualitative methods such as ethnographic observation, social media analysis, and critical discourse analysis, we document grassroots organizing efforts, institutional responses, and broader societal discourses. Preliminary findings reveal significant grassroots resistance, highlighting the formation of advocacy groups, the role of digital platforms, and impacts of strategic alliances in grassroots organizing.
