Beyond People Power: How Can External Support Enhance College Advisement in Title I High Schools?

Abstract

Title I schools serve low-income student bodies, with over 40% qualifying for the federal free or reduced-price lunch program. In 2022, 63% of public high schools were Title I. Counselors in Title I schools often have caseloads exceeding the national average and play a direct role in fostering a college-going culture. However, counselors often have trouble accessing resources to fully and equitably support students. The findings suggested that counselors reported having time limitations, limiting their ability to suggest viable higher education options in an individualized way. Findings indicated they benefit from external partnerships, such as statewide access initiatives and nonprofit organizations. Based on the findings, college access guides were created and dispersed to counselors and access organizations.
