The development of an innovative teaching force is crucial for talent cultivation and educational modernization. However, few empirical studies have explored how developmental evaluation can enhance collective teacher innovativeness. Based on the Teaching and Learning International Survey (TALIS) 2018 data for principals and teachers in Shanghai, China, this study employs confirmatory factor analysis (CFA), structural equation modeling (SEM), and bootstrapping to analyze the data. The study results show that developmental evaluation directly and indirectly affects collective teacher innovativeness by promoting teaching self-efficacy and enhancing teacher collaboration, offering practical implications for educational stakeholders and policymakers aiming to enhance teacher innovation and improve educational quality.
