Re/Shaping Educational Policymaking Boundaries: A Case Study of Resistance in the Suburbs

Abstract

This case study examines how equity-driven school community organizers in a predominantly white and affluent Southern suburb influenced school district decisions to resist censorship efforts. Through interviews, observation, and document review, the findings highlight how organizers strategically advocated for racial equity and LGBTQ+ rights in district policymaking despite the organizing efforts of conservative activists attempting to curtail equity-related policies. At a time when public schools and culturally inclusive practices continue to face attacks, this study offers normative and political lessons for substantive policymaking changes, as well as evidence that school community organizers, despite power differentials, can re/shape educational policymaking boundaries through their community knowledge, leadership ethic, and movement messaging.
