Abstract

This paper presents procedures for classifications of examinees into targeted levels of standard-based performance. Specifically, presented are procedures for the derivation of (a) cutting scores for classifications using the response vector for mastery (RVM) method of standard setting, and (b) plausible values of assessment scores for classifications of examinees into levels of performance by grouping variables (e.g., school district). The approach is illustrated in the context of teacher certification in Saudi Arabia. All procedures are designed in the framework of the recently developed D-scoring method of measurement (DSM), which is used in large-scale assessments at the National Center for Assessment in Saudi Arabia. Basic DSM concepts and procedures used in this study are also presented.
