Abstract

This study explores the dynamics of intergovernmental collaboration in early childhood education and care (ECEC) within North Carolina and New Jersey. Through qualitative methods, including case summaries, semi-structured interviews, and policy analysis, the research highlights successful partnerships between federal, state, and local governments that have contributed to more inclusive ECEC systems. The study also uncovers barriers that hinder progress. Based on these findings, the study offers actionable recommendations for policymakers and practitioners to enhance collaboration and create policies that more effectively address systemic inequities, aiming to provide all children with access to quality early education.
