This qualitative study examines how non-profit literacy organizations in Chicago develop educational programs and engage with inclusive education for students with disabilities. Utilizing Cultural Historical Activity Theory (CHAT), it explores how these organizations navigate and negotiate inclusive education amidst the complex interplay of activity systems, partnerships, and tensions both within and beyond their institutions. The study aims to reveal how these organizations adapt their programming to address diverse needs and overcome systemic challenges in the pursuit of educational justice.
