The COVID-19 pandemic triggered the largest federal funding influx into U.S. schools, requiring districts to allocate ARP ESSER funds. This study uses Latent Profile Analysis (LPA) to uncover allocation patterns and demographic differences among districts in a Northeast state. We identified six distinct profiles with high classification accuracy. Class Three districts, trend followers, balanced spending across priorities. Class Four heavily invested in Learning Acceleration, while Class Five focused on building improvements. Our findings highlight a link between funding strategies and district demographics, revealing potential equity issues as wealthier districts concentrate resources on specific priorities. These insights aim to guide policymakers in designing equitable emergency grant policies that address local needs and educational inequalities.
