Abstract

This conceptual paper examines the interplay of time, resources, and sustainability in Open Educational Resources (OER). We explore the lifecycle of OER projects from inception through development, adjustment, growth, maintenance, and potential obsolescence. We focus on time as a critical factor, manifesting in "link rot" and technological change that can render OER inaccessible or outdated. By synthesizing research on OER sustainability, we address structural needs in technology, funding, staffing, and content through the Time, Resources, Sustainability (TRS) model of OER management. Our paper suggests solutions focusing on resource allocation and planning to prevent loss or obsolescence. Our findings underscore the importance of a forward-thinking approach to ensure the long-term viability and accessibility of OER for future educators and students.
