Institutional Justifications in Admission Policies: Continuation of Test-Optional vs. Reinstatement of Test-Required?

Abstract

During the pandemic, U.S. higher education institutions that adopted test-optional policies must now decide whether to continue these policies or revert to previous practices. However, there is limited research on the contextualization behind these decisions. Utilizing Critical Policy Analysis, this research investigates how the top 40 U.S. institutions justify their admissions policies, analyzing discourse from admissions websites and related sources. Findings reveal diverse rationales, including empirical evidence, equity, and institutional narratives, reflecting the complex dynamics and potential biases influencing policy decisions. This study aligns with the AERA Annual Conference’s focus on holistic and equitable education solutions. It offers insights into refining admissions policies to promote fairness and diversity, ultimately fostering a more equitable education system.
