Aligned, Modified, or Dismissed? District Enactments of North Carolina’s Parents' Bill of Rights

Abstract

This multiple case study examines the enactment of recently passed Parental Bill of Rights legislation, North Carolina Senate Bill 49 (NCSB 49), across seven socio-politically distinct school districts in North Carolina. We find that districts demonstrated contextually-mediated variety in their enactments of NCSB 49, with actions falling into one of three categories in relation to the policy: alignment, modification, or dismissal. Further, we found that districts historically supporting liberal candidates enacted NCSB 49 along a broader spectrum of practice relative to historically conservative districts, which consistently aligned their school policy with the demands of NCSB 49.
