Prison Education Program in the Media: A Narrative Policy Framework

Abstract

This paper seeks to understand how the higher education institutions participating in the Second Chance Pell Experiment (SCPE) shape their narratives about prison education programs. Institutions participating in SCPE have used video media to advertise their involvement in and support of incarcerated individuals and Prison Education Programs. Using a Narrative Policy Framework, these videos were analyzed and coded to identify the narrative of PEP policies.
