In 2019, Saudi Arabia launched the Smou program under Vision 2030 to innovate educational practices through public-private partnerships. This study employs qualitative interviews (n=15) with school leaders and teachers, along with a review of diverse documents, to investigate the program's impact across various educational environments. The analysis reveals how school-based teams—comprising school leaders and teachers—enhance pedagogical practices by integrating professional development activities aimed at fostering collaboration and empowerment. The paper discusses the shift from traditional to participatory educational methods and highlights the crucial role of these teams in bridging the gap between policy intentions and their practical implementation in schools.
