Analyzing High-Impact Tutoring Effectiveness: Tools, Strategies, and Outcomes From Colorado

Abstract

ESSER III distributed $122 billion across 50 states in an effort to slow or reverse the unprecedented learning loss experienced by K-12 students during the COVID-19 pandemic. Subsequently, scholars have called for greater insight into how these funds were implemented. This study answers that call by merging publicly available datasets with program data from the Colorado Department of Education’s High-Impact Tutoring Program (HITP) to detail state-level spending on high-dosage tutoring. This study details trends and themes regarding the preliminary impact of HITP on students. Overall, the study finds positive perceptions of HDT from the program level, and documents the diverse range of implementation strategies leveraged in a local control state.
