This conceptual paper considers internationalization in the German tertiary context and problematizes the direct and indirect effects of relevant policy silences. I argue that persistent colonial hierarchies pervade research, partnerships, policies, and community engagements that universities engage with; moreover, that internationalization policies and practices are directly implicated. I suggest that precarious internationalization is currently in operation, and that in acknowledging that state of play educational renewal may be facilitated. A framing question emerges: how possible is internationalization given endemic, race-based exclusion at the secondary level?
