Exploring the Relationship Between Training and School Emergency Operations Plan Elements

Abstract

Research shows that School Emergency Operations Plans (EOPs) are rarely assessed and often do not align with best practices, despite the support of federal and state agencies. This study evaluates the elements of School EOPs as part of a program evaluation of a larger State Education Agency initiative. Analysis of 145 school district EOPs revealed no plan included all recommended plan elements, with less than 10% addressing public health issues and identification protocols. Training provided by the SEA significantly improved plan quality. The findings emphasize the need for continuous evaluation, better monitoring, and targeted training to ensure comprehensive and effective EOPs. Limitations and implications are discussed.
