Abstract

This study addresses the challenge of optimizing the complex education system, focusing on how school leadership, culture, and teacher expertise contribute to authentic school improvement. The research tested a model hypothesizing that effective school leaders are crucial in creating a culture that leverages expert teachers in innovative roles, leading to sustainable change. Using a mixed-methods, multiple case study approach, the study found significant positive connections between these variables, supporting the proposed Whole School Optimization Model. While not generalizable due to a small sample size, the findings offer valuable insights for educators, administrators, and policymakers on effectively utilizing human resources and system structures to achieve meaningful and lasting improvements in K-12 education.
