Deep disparities exist in who has access to and successfully engages with relevant, affirming, grade-level instruction. At the same time, systems leaders face ongoing challenges when trying to adopt and implement a new vision for instruction that moves their school communities towards equity. During the 2023-24 school year, we conducted a comparative case study through partnerships with five districts and a state education agency to understand how their engagement with a coherent, student-centered suite of tools focused on redefining high-quality instruction changed their approach to enacting a new instructional vision. The insights we gained shine a light on how implementing a single framework that integrates culturally responsive and grade-level teaching can shift systems leaders’ mindsets and decisions towards equitable instruction.
