International Comparison of Guidelines for Children’s Digital Media Use (Poster 42)

Abstract

The rapidly changing nature of children’s lives online has prompted countries and organizations to issue guidelines regarding children’s use of digital media. However, these guidelines vary significantly. We reviewed guidelines from 36 countries and various organizations to identify common themes and distinct differences and to outline key considerations for refining and updating existing guidelines. Results showed that most guidelines emphasize protecting children from risks and limiting screen time. There is less emphasis on the potential benefits of media use. Guidelines generally lack a solid empirical basis. Guidelines were rarely created by multiple stakeholders. Our findings suggest policymakers’ need to collaboratively create guidelines, focus guidelines beyond restrictions, and consider the content and context of children’s media use at different ages.
