Borrowing from Mignolo (2013), this paper will the struggles for Ethnic Studies before the State Board of Education as one of battling Apple’s (1993) concept of official knowledge astride the political formations that become a colonial matrix of power. By this,how does systemic racism manifest in rules, laws, processes, players, and white supremacist politics and ideologies that do not want to give minoritized voices a toehold in state K-12 curriculum
