A Scoping Review of Digital Literacy Research in Rural North America

Abstract

Rural communities in North America face ongoing challenges in accessing and utilizing digital technologies, a disparity further exacerbated by the COVID-19 pandemic. Limited broadband, inadequate digital skills, and infrastructure gaps hinder rural residents' participation in everyday digital activities across various areas. Using Arksey and O’Malley’s framework, this scoping review examines 34 empirical studies from education, healthcare, and community settings to provide an overview of digital literacy research in rural North America and identify knowledge gaps. Preliminary findings highlight diverse definitions of digital literacy, significant connectivity issues, and sector-specific barriers. The review sets the stage for a comprehensive systematic review that will inform future research and policy aimed at addressing digital inequalities through targeted digital literacy interventions in underserved rural areas.
