Social and emotional learning (SEL) plays a vital role for teachers. Are normal universities prepared for this accordingly? Based on CASEL's SEL framework, this study analyzed the training programs and the 140 syllabi of undergraduate students majoring in preschool education at normal universities under the Ministry of Education. The findings are as follows. Firstly, the development of the training program reflects a clear policy orientation. Second, SEL is mainly manifested in its integration into the existing curriculum. Third, there is consistency in the connotation of the core values of preschool education and SEL, and the expression is localized.
