Abstract

A recent proposal to amend Nevada's constitution seeks to strip the Board of Regents of its constitutional authority, transforming it from an elected body to one governed by statutory law under full legislative control. This development highlights broader questions about university governance structures. While prior research has explored board composition—elected versus appointed members—and their legal authority, variations across states and hybrid models, such as Florida’s multi-layered system, remain underexamined. This study addresses these gaps by investigating: (1) the impact of board structure on university performance and (2) the comparative effectiveness of single-layered versus multi-layered oversight. Analyzing panel data from 2000–2023, this research provides actionable insights for policymakers.
