Utilization of California's Local Control Funding Formula to Improve High School Students' Graduation and College-Going Rates

Abstract

As a second-year doctoral candidate in the Education program at Fielding Graduate University, my research aims to utilize a basic qualitative methodology, framed through the critical research paradigm of Critical Race Theory (CRT) in education, as articulated by Ladson-Billings and Tate (1995). The focus of my research centers on the following question: How are school district leaders leveraging the increased autonomy and flexible expenditure authority provided by the Local Control Funding Formula (LCFF) to improve graduation and college-going rates among low-income high school students? My research aims to address a notable gap in the existing literature on California’s educational finance system, specifically LCFF.
