The Consideration of Student Experiences Through the Integration and Implementation of the State of California’s English Learner Roadmap Policy

Abstract

The State of California’s English Learner Roadmap is a policy created to establish better practices in welcoming, understanding, and educating the diverse population of students who are English Learners (ELs) within CA public schools and is unique in its introduction of principles for Local Education Agencies (LEAs) to consider when creating their individual practices. LEAs are expected to develop methods of learning that ensure a positive experience for students based around the values emphasized in the Roadmap Policy. This comparative single-case study highlights the efforts of the Chino Valley Unified School District (CVUSD) to implement this policy, focusing on both the district’s intent in policy creation and the implementation of district policies in the classroom.
